Trap-Neuter-Return is an effective and humane approach to managing under-socialized cat populations. It involves humanely trapping community cats, neutering or spaying them, and then returning them to their outdoor homes.
TNR brings local cat populations to a healthy level over time, prevents the births of homeless kittens, and helps under-socialized cats live healthier lives.
Humanely trap under-socialized or stray cats.
Take the cat to the veterinarian, where they will be spayed or neutered, vaccinated for rabies, and receive an ear tip.
Return the cat to its original location.
An ear-tip is a small, surgically removed portion of a cat's ear. The method of ear-tipping indicates to both TNR providers and to the community that the cat has been spayed or neutered and vaccinated — so she is never trapped and operated on twice.
Over time the local cat population is humanely reduced through TNR practices.
TNR improves the quality of life for under-socialized cats by keeping them healthy through vaccination, and making them less prone to viruses and illnesses contracted through fighting and reproduction.
Rescues and shelters that focus on rehoming cats see an eventual reduction in intake.
Human communities coexist more fluidly with under-socialized cats when the population is stable.
TNR reduces fighting, spraying, roaming, and other nuisance behaviors.
TNR prevents some animal cruelty. It is against the law in every state to trap, dump or purposely harm under-socialized or domestic cats.

Regardless of income you are welcome to apply, but preference will be given to low income caregivers. We will only be neutering or spaying 10 cats a month with this program, so please be patient with us.
First come, first served. Applicants are prioritised if they are low income — proof of income, social security award letters or EBT can help secure approval. You are not automatically precluded if you don't meet the income threshold, and we'll call you if you aren't selected but a space opens up.

Applicant information — first and last name, email, phone, and your address including city, state and zip. Then cat information: please list the breed, colour, sex and name of the cat.
Tell us honestly. If there is a bite risk we'll need to discuss transporting your cat in a trap as an alternative — it's safer for everyone, including the cat.
Do you agree to take your cat to the partnering vet in a secure carrier? (Or a trap, if we've agreed that beforehand.)
Do you agree to take the cat to our partnering vet on the day of the surgery between 7:45 and 8:00 a.m., and to pick your cat up between 3:30 and 4:00 p.m.?
Cats need to be kept indoors until at least the day after their surgery.
Cats recovering from anesthesia cannot regulate their body temperature and need to be kept in an environment that you yourself would be comfortable in, post surgery. Garages, sheds and similar are not sufficient recovery options.

Preference is given to low-income caregivers. Proof of income, social security award letters, EBT and similar documents can help secure approval.
Your voucher includes spay or neuter and a rabies vaccine only. Any other desired medical care on the day of surgery is the applicant's responsibility, must be paid for on the day of surgery, and must be discussed with us before surgery.
Surgery involves risks, including death, and the application releases A Safe Place Inc and the participating veterinarian from liability. Cancellations and no-shows on the day of the scheduled surgery forfeit your application, and you will not receive a refund.
